Four Small Local Businesses to Bid on Navy Construction Contracts

Four small businesses from San Diego County and one from Alaska were selected to bid on U.S. Navy construction projects and may have up to five years of work ahead of them.

The Navy selected the five from 20 bidders. The Pentagon announced its finalists on Dec. 7.

Though no firm work has been announced yet, the five will be able to bid on up to $240 million worth of work over five years under the indefinite delivery, indefinite quantity deals.

The local companies are R.A. Burch Construction Co. Inc. of Ramona; I.E. Pacific Inc. of Escondido; Barnhart-Reese Construction Inc. of San Diego; and Bilbro Construction Co. Inc. of Escondido. Also competing is Bristol Design-Build Services LLC of Anchorage, Alaska.

The deals cover new construction, repair and renovation on Navy and U.S. Marine Corps bases. Most of the work is expected to be in California, but 10 percent of the work will take the contractors to other western states.

The Naval Facilities Engineering Command Southwest of San Diego awarded the contracts, which were specifically set aside for small businesses. Each contract has one base year and four option years.

Separately, the U.S. Air Force said on Dec. 6 that the Herman-JCG Co. joint venture of Escondido was among 12 small businesses that will divide-up $330 million of Air Force construction work in a similar, multi-award deal. Contracts include firm fixed price and indefinite delivery, indefinite quantity deals. Design, construction and engineering work may run up to five years and was awarded by the 772nd Enterprise Sourcing Squadron of Joint Base Lackland in San Antonio. Work will take the 12 companies (including Alaska’s Bristol) to bases in several states east of the Mississippi River and Puerto Rico.
