Pact Near on Desalination Plant

City of Carlsbad staff and the San Diego County Water Authority have reached a proposed agreement on a $270 million regional seawater desalination facility to be located at the Encina Power Station in Carlsbad.

Since 2001, Carlsbad has worked with a private developer, Poseidon Resources of Stamford, Conn., on a water-purchase agreement to provide a local water supply to its residents from a proposed privately owned and operated desalination plant at Encina. The agreement between the Water Authority and Carlsbad would allow delivery of the desalinated seawater throughout San Diego County, and provide a local supply for Carlsbad.

Under the agreement, Carlsbad would purchase up to 5,000 acre-feet of desalinated water a year, and pay the Water Authority’s full cost to produce the water and the estimated cost of delivering it to Carlsbad’s local distribution system. Any grant funding received through the Metropolitan Water District, or any state and federal funding source for the project, will be shared proportionately.

The proposal requires the approval of the Carlsbad Municipal Water District, the Carlsbad Housing and Redevelopment Commission, and the Carlsbad City Council, which is expected to consider it on April 20. If approved by the city, the Water Authority is set to take the matter up on April 28.
